  • The first phase, One CPP, Living Accommodation, 5 Wellhead platforms and infield’s pipeline will be built and One FSO (condensate storage) will be chartered for the fields with the first Gas target in Q2 2021.
  • FYI, Started date: Sep. 2017
  • Working Duration: 5 years
  • Working Location: Onshore (regularly) & offshore (be requested occasionally as per arising job requirement)

Job Descriptions as below, the candidates could be Vietnamese staff or expatriate staff.

1. LEAD PLANNER:
  • A minimum of 12 years’ experience in project planning & control, of which 5 years in planning and control of Oil & Gas major projects in an Oil & Gas company or Consultant/Contractor.
  • Minimum of 5 years in supervisory role
  • Experienced in change management process, including carrying out time impact analysis during all phases of the project.
  • Hands on experience with planning and scheduling software packages, such as Primavera P6, P6 Analytics, Primavera Risk Analysis and MS Office, etc.
  • Experienced in the implementation of industry best practices and established systems, processes and standards.
  • Experienced in supporting development of project execution strategies, engineering and project management processes and project execution plans.
  • Familiar with activities and tasks related to engineering, procurement, fabrication, installation, commissioning and start-up of Oil & Gas major projects.
  • Extensive skills in management, effective communication, conflict resolution and presentation ability. Strong level of interpersonal, oral and written communication skills with the ability to interface, interact and work with internal; and external parties as required.
  • Demonstrated skill and flexibility in prioritizing and handling tight deadlines and constantly changing priorities whilst managing highest standards.
  • Ability to work in a diverse cultural team environment; be able to work unsupervised; accept responsibility and act on directives.
  • Strong analytical and problem solving skills with sound technical competence in multiple discipline areas involving complex stakeholder management
Educational background:
  • B.Sc. in an Engineering discipline from a recognized University; higher degree would be advantageous.
  • Membership of a recognized professional engineering association/institution.
Job Description:
  • Provide project planning and control services to the project in coordination with the Project Services Manager, Project Manager, Project senior staff and QP relevant stakeholders.
  • Develop and maintain the Project Master Plan and milestone & detailed schedules, Integrate EPIC & Drilling schedule, perform schedule risk analysis, earned value analysis and schedule delay analysis.
  • Develop planning standards and provide input on project control procedures, such as planning & scheduling, progress reporting, progress measurement, etc. to achieve a successful project control system during the scope of the project.
  • Support tendering activities (including tender preparation, pre-qualification, bid evaluation and award) for FEED & EPIC contracts in the areas of project planning, scheduling, control and reporting in coordination with Contract Engineers and other Project senior staff.
  • Review and provide input to contractor's submitted planning package.
  • Participate in and support FID Approval, Project Execution Plan, Risk Management, Change Management, Commissioning and Handover processes/procedures, Claim Management and related activities in order to ensure successful execution and timely completion of the project scope.
  • Contribute in the development and implementation of project HSE and QA/QC processes/procedures and activities in close coordination with project team and in consultation with stakeholders, with the aim of achieving safe and successful execution of the project as per project requirements.
  • Support development activities by ensuring that Vietnamese Nationals receive the job training and development and maximize contribution to project success.

  • Operate within the framework of an integrated Project Services function, established Project Management policies, internationally recognized standard Industry Practices, and contracting procedures.
  • Responsible for the execution of the project planning services associated with the project as per agreed project requirements and specifications.

2.LEAD PIPELINE ENGINEER:

Job purpose:
  • Responsibility for design of pipelines and subsea equipment for the SW Gas Project
  • Provide technical support to the procurement of linepipe, coatings, subsea valves fittings and materials.
  • Provide input to the pipeline design contractor’s scopes of work
  • Oversee Contractor pipeline design activity to ensure delivery is in accordance with code requirements, schedule and meets quality requirements.
  • Review and check pipeline deliverables and those from other disciplines which interface with pipelines
  • Supervise activities of other engineers working on pipeline design, provide guidance and training for junior engineers
  • Review contractor design documentation ensuring that it meets Company requirements, Approve final design documentation
  • Prepare and participate in bids and evaluation for pipeline equipment and materials.
  • Review vendor data and ensure that the materials and equipment supplied complies with company requirements as defined in the purchase documents.
Principle accountabilities
  • Timely delivery of pipeline design documents, control of contractor delivery and coordination with Contractor Lead Engineer and with Procurement teams to ensure efficient delivery of the work.
  • Coordination and allocation of pipeline work to the Team to ensure all work is performed on time and receives review by the appropriately experienced engineer, including engineering design and vendor data.
  • Approval of pipeline and subsea design documents
  • Lead work for the pipeline materials selection, pipeline design and routing, analysis ensuring that the design complies with applicable codes and standards, meets the requirements considering operating conditions, service and life of field considerations.
  • Ensuring the design is operable and can support high availability of the production systems.
  • Liaise with the Operations Team to ensure alignment on the requirements for safe reliable operation of the pipeline systems.
  • Liaise with the installation, drilling and planning teams to ensure that the design enables efficient cost effective installation cost effective and minimizes SIMOPS issues.
  • Lead technical activities relating to procurement, including bid evaluation clarification and technical content of purchase orders
  • Participate in HSE reviews, HAZOPS, HAZID and model reviews where applicable.
  • Oversee review of vendor documentation for purchased equipment and approve final documents.
  • Participate in inspection of materials and equipment at vendor site and work with vendors to resolve specification compliance issues as required
  • Liaise with CA and other parties to resolve any issues relating to the pipeline design.
  • Raise any issues which affect the quality, schedule or integrity of the design to Engineering manager
Qualification and Experience:

Education:
  • Graduate in Mechanical, Structural or equivalent engineering discipline
  • Good command in English, writing, listening and speaking.
  • Good knowledge of engineering and construction, maintenance and operation of pipeline systems for offshore oil and gas facilities.
  • Effective team work
  • Good mentoring skills
Experience:
  • Minimum 15 years-experience with pipeline systems covering engineering and installation issues.
  • A minimum 5 years in Senior or Lead pipeline engineer roles for offshore oil and gas project design.
  • Experience with design consultant and Oil/Gas operator roles preferred
  • Experience with high temperature pipelines, including analysis and design methodology to ensure no unplanned buckle.
  • Experience of sour service system design including the specific materials and welding requirements.
Specific knowledge:
  • Deep knowledge of pipeline system design, codes and standards for subsea pipelines
  • Experience with and deep knowledge of high temperature pipeline design, buckle analysis and buckle mitigation design.
  • Knowledge of linepipe coating systems, cathodic protection, corrosion prevention and monitoring
  • Knowledge of Codes and standards relating to sub-sea pipeline design and where different codes are applicable
  • Knowledge of survey information and route selection
  • Good knowledge of materials, particularly for wet, sour service, high CO2 gas content
  • A broad understanding of other offshore facilities
  • Computer skill: Office software, planning and project schedule software, Auto design software and data base management software.
Business understanding:
  • An understanding of the economics of the gas value chain. Ability to provide input to and to understand lifecycle cost analysis. Understanding of contractor, supplier’s functions and their capacity to supply.
3.LEAD MECHANICAL ENGINEER:

Job Purpose:
  • Performing the duties of a Lead Mechanical Engineer.
  • Responsible for defining the Mechanical requirement for the facilities development and ensuring correct implementation during design, fabrication, installation and commissioning phases of offshore facilities including CPP, LQ, WHP.
Principle Accountabilities & Responsibilities:
  • Ensure that all legislative requirement relating to Offshore facilities in Vietnam are complied with in respect to the above are correctly implemented
  • Develop Company Standards, Specifications, Datasheet and philosophies for Mechanical facilities.
  • Ensure packages equipment are specified, manufactured and delivered as per project requirements.
  • Interface with other engineering disciplines on their requirements and ensure the requirements are incorporated within design & integration of the equipment.
  • Establish and monitor technical procedures for inspection and maintenance of mechanical to ensure their effectiveness and safety in process during fabrication, installation and commissioning phases
  • Monitoring the Engineering Contractor’s mechanical equipment design specification / integration actives and progress during Design phases
  • Manage the interface between the various contractors and packaged equipment suppliers.
  • From a Mechanical engineering perspective, contribute & make recommendations of the assessment of conceptual and feasibility engineering study activities, facilities / infrastructure screening and economic analysis of the development scenarios.
  • Attend pre-award and coordination meeting between equipment suppliers
  • Provide Mechanical input into HAZOP's and other safety related analysis.
  • Contribute to the generation of the Company Basis of Design document.
  • Provide input to QA / QC procedures for equipment acceptance / component code compliance activities.
  • Provide overall technical leadership, coordination and accountability for Mechanical requirements for packaged equipment systems design.
  • Manage technical interface issues of the Mechanical components and the packaged equipment, jacket, topsides and address materials / corrosion issues.
  • Generate cost estimates and prepare schedules for Mechanical items.
  • Provide Site support during the Fabrication, Installation and Commissioning Phase.
  • Providing operational / technical support after hand over of the facilities firstly from contractor and then to Operations Department.
  • Implementing other assignments as required by Engineering Manager.
Qualification and Experience:

Education:
  • Qualified in Mechanical background,
  • Good command in English, writing, listening and speaking,
  • Good knowledge of engineering and construction, maintenance and operation for oil and gas projects.
  • Experience: At least 15 year experiences in oil and gas industry, especially for fixed offshore development projects in similar positions.
Specific knowledge:
  • Deep knowledge of engineering in Mechanical,
  • Good knowledge and understanding of Mechanical equipment.
  • Computer skill: Office software, planning and project schedule software
  • Business understanding:
  • Good understanding of the activities within the project groups.
  • Good knowledge and understanding of other groups' activities within company.
  • Understanding of contractor, supplier’s functions and their capacity of supply.
4. PROJECT HSE TEAM LEADER FOR EPCIS:

Job purpose:
  • Assist the HSE General Manager in managing and coordinating all HSE matters relating to the Project EPCI packages and supporting Project Development department as well as to support the company’ business objectives and goals in safeguarding people, environment, assets and protect company’ image and reputation in order to achieve an improved HSE key performance indicator.
  • Reports directly to HSE General Manager and liaises/indirectly report to the Project Manager.
  • This is an onshore position, based in HCMC office or at EPCI’s site offices, but with occasional visits required to offshore worksites as necessary.
Principle accountabilities:
  • Project HSE Management Plan as well as EPCI’s Contractors selection and HSE monitoring are an important for ensuring the success and safeness of the Project that requires a knowledgeable Project HSE Team Leader who can assist with the development, implementation of the Project HSE Management Plan and processes into specific Safety actions that can be reliability adhered to during the Project Execution.
  • The Project HSE Team Leader will report to the HSE General Manager and is directly responsible and accountable for the following functional activities:
  • Preparing HSE parts in ITB and contracts for EPCI packages as well as in bidding evaluation processes;
  • Assist in developing HSE procedures and Bridging Documents;
  • Establish audit protocols and conducting/ coordinating HSE audits/ inspections of company’ contractors and subcontractors before commencing the contracted works and during the contracts execution;
  • Engage with main contractors and suppliers to ensure alignment and adherence to Company HSE objectives;
  • Works with HSE team and closely with Contractors/subcontractor to have Contractor’s HSE Plans meet the requirements and in place before the contracts commencement;
  • Monitor HSE performance for Details Design, Project Construction site, Offshore
  • Installation, Offshore Hook-up and Commissioning to ensure it complies with the Company safety requirements;
  • Participate and drive the execution of incident investigation process, to ensure effective identification of root causes, follow up corrective action and lesson-learnt;
  • Perform analysis and reporting of HSE performance data;
  • Manage the Safety Recommendation tracking database and track performance measures;
  • Advise line management on the integrity of HSE controls, including emergency preparedness to ensure that all business activities are adequately safeguarded from all HSE risks;
  • Support and participate in the development and maintenance the company’ HSE procedures and Safety Management System;
  • Promote HSE culture by conducting various HSE programs such as HSE training, HSE competition, HSE incentive schemes etc.;
  • Execute another duty when required.
  • Technical competencies:
  • Knowledge of International Regulations applicable to the oil and gas industry
  • Knowledge of safety engineering principles and facility design in the oil and gas industry
  • Familiar with Offshore Risk Assessment particularly with Hazard and Operability studies (HAZOPS) and Quantitative Risk Assessments (QRA);
  • Understand of toxicity of toxic substances and gases used and exposure in petroleum industry;
  • Experience in development of safety cases and their documentation is desirable
  • Experience in development of HSE management system documentation is desirable
  • Knowledge of work place safety in the oil and gas industry
  • Knowledge of incident investigation techniques and practices
  • Knowledge of quality systems audits, e.g. ISO 9001, 14001 and OSHAS 18001
  • Ability to prepare and maintain reports and other correspondence related to HSE
  • Offshore experience would be an advantage
Qualification and Experience:
  • Degree qualified in either Safety, Mechanical or Chemical engineering discipline
  • Further qualifications in safety engineering/loss prevention an advantage
  • Minimum 10 years experiences in similar position within the oil and gas industry and at least 5 years experiences with upstream project development/ production.
  • Strong leadership and site supervision skills
  • Good cross-discipline communications and coordination
  • Cultural sensitivity and ability to work within diverse team
  • Experience working for or with foreign invested company in Vietnam would be beneficial
  • Independent contributor and highly motivated
