- The primary role for this position is to provide technical assurance on all Marine related subject matters for the Company to ensure Business Unit activities are operated in full compliance with regulatory, industrial and company requirements.
- This post holder shall report directly to Block 06.1 Director.

- Comply and Promote HSSE culture that are in line with Business policies and strategies.
- Provide subject matter expertise for all Marine operations activities.
- Support the selection process for contractors & vessels within the area of Marine services, operating within Offshore Production Assets i.e. preparation of biddings, Commercial and Technical evaluation.
- Provide technical expertise for all Marine operations & related aspects of facilities design during campaigns or projects or daily operations.
- Provide technical expertise for Marine operations during Drilling campaign, Geotechnical Survey, Seismic Survey, Geophysical Survey, Surrounding Environmental Survey, …
- Provide subject matter expertise and support to Specific operations such as Rig move. Anchor handling, Offshore facility maintenance (Mooring buoy) …….
- Provide subject matter expertise for Marine related emergencies, including testing of contingency plans.
- Provide subject matter expertise for Marine Operations Manuals and Procedures. Check and confirm compliance with applicable Marine standards and regulations.
- Participate in all Marine-related Incident Investigations.
- Participate in all Marine-related Risk Management Activities (HIRA, HAZID, HAZOP, Task Risk Assessment….).
- Advise on suitability of Ad hoc Marine services (hoses, mooring systems, aids to navigation, weather services, etc).
- Assure relevant audits of service providers are performed and evaluated – prospective bidders, fitness to begin service, and ongoing follow up on open items.
- Update and advise on International & Country of operation Marine laws and regulation.
- Maintain the Reputation of Company Vietnam.
- Strictly comply with Company’s Policy on Combatting Corruption and all relevant procedures of Company in Vietnam in the implementation of the Policy.

- Close contact with IMCA, OGP, OCIMF.
- Familiar with IMCA CMID, OVID, ISM, ISPS.
International, state and corporate regulations, standards, terms of reference, instructions and rules that must be followed when performing the work:
- International regulations: SOLAS, ISM, ISPS, UKOOA, IMCA, OGP, OCIMF and IMO regulations for Marine, Diving and ROV, Oil & Gas operations.
- Vietnamese regulations, standards.
- Company code of conduct, standards, instructions.
Education:
- Level and area of education necessary to perform properly in this position
- Class 1 Master Mariner certificate.
- Certified Lead Auditor.
- DP familiarization or DPO.
Additional training required:
Certified Lead Auditor.
- DP familiarization or DPO.
- Extensive knowledge and experience of marine activities, including Port-Terminal / FPSO operations, such as a Marine Technical Advisor or a Loading Master/Terminal Berthing Master/Mooring Master / Marine Coordinator, is desirable.
- Extensive knowledge of towing and anchor handling operations.
- Knowledge of industry standards such as SOLAS, ISM/ISPS, Classification Rules, IMCA, OCIMF, API, legislation, etc.
- DP knowledge would be an advantage with particular focus on drilling & subsea operations. Marine audit and assurance experience.
- A professional with high technical and management capabilities in Gas and/or Oil marine operations with leadership, inter-personal and organizational skills.
- Familiarity with applicable marine standards and regulations.
- Knowledge of multiple types of offshore support vessels & operations.
- Understanding of marine technologies appropriate to marine support in the oil and gas (O&G) industry sector.
- Managerial and people skills.
- Strong interpersonal and leadership skills are required to exert a positive influence on the third party contractors.
- Language and degree of competence
- Excellent English Communication both in Oral & Written skills.
- Experience that is genuinely required to perform at the above functions at the necessary level
- At least 10 years' experience of Marine operations in offshore industry.
- Knowledge of software (standard and/or specialized) necessary to perform the work
- Computer literate:
- Competent user of Microsoft Office and MS Project
- Degree of mobility: Medium degree of mobility
