Thai An Consulting & Technical Services Company is the agent of a world class PMC Contractor in the Oil & Gas, Petrochemical and Gas Processing Plants. We are supporting our client to seek for the below positions to fill in the PMC Team for a big petrochemical project in Viet Nam, starting in August 2018.

Below are the required positions.

1. Project Manager (1 position)

Role and responsibility

  • Manage and control the project execution and implementation plan of the project to meet schedule, budget, quality, safety, environment as well as related laws and regulations compliance.
  • Manage the EPC Contractors of the project to achieve the goals of project execution within time and budget.
  • Ensure the EPC Contractors of project to perform their works to deliver the works in compliance with the relevant requirements specified in the contracts.
  • Perform the contract management to ensure smooth work execution.
  • Collaborate with relevant functions within SPMU and client to manage between the project and others.
  • Verify and consolidate the reports, procedures and other deliverables submitted by EPC Contractors.
  • Foresee any future obstacle and provide solutions or preventive and corrective actions.
  • Ensure implementation of plans and resolve issues relating to the project execution, if any.
  • Provide advice on engineering and construction work as requested by project managers.
  • Follow and adhere to safety procedures strictly.
  • Perform any other activities as assigned by supervisor.
Qualification
  • Bachelor’s degree or higher. Bachelor’s degree or higher in Engineering is desirable.
  • Minimum 12 years of relevant experience in plant or building construction.
  • Minimum 3 years of applicable senior/managerial experience.
  • Extended knowledge of construction or project management in petrochemical or related industry.
  • Good safety awareness, mindset and behavior.
  • Excellent communication and interpersonal skills.
  • High English proficiency (Speaking/Listening/Reading/Writing).
  • Proficient in the use of necessary program or software.
2. Construction and Operation Manager (1 Position)

Role and responsibility

  • Manage and control the operation of the Construction Jetty to meet schedule, safety, environment as well as related laws and regulations compliance.
  • Develop the Construction Jetty regulation and procedures.
  • Coordinate with the relevant EPC Contractors on the scheduling of usage of the Construction Jetty
  • Ensure the relevant EPC Contractors perform their unloading activities to deliver the materials in compliance with the regulation and procedures.
  • Collaborate with relevant functions within SPMU and client on the importation and custom clearance of the materials.
  • Verify and consolidate the document submitted by EPC Contractors related to the importation of the materials.
  • Ensure implementation of plans and resolve issues relating to the project execution, if any.
  • Collaborate with the related authorities on the importation and custom clearance of the materials.
  • Follow and adhere to safety procedures and compliance law strictly.
  • Carry out the tasks assigned by supervisor.
Qualification
  • Bachelor’s degree or higher.
  • Minimum 12 years of relevant experience in port operation, importation and custom clearance activities.
  • Minimum 3 years of applicable senior/managerial experience.
  • Extended knowledge of port operation, related regulations for importation andcustom clearance.
  • Good safety awareness, mindset and behavior.
  • Excellent communication and interpersonal skills.
  • High English proficiency (Speaking/Listening/Reading/Writing).
  • Proficient in the use of necessary program or software.
3. Program Manager (1 Position)

Role and responsibility

  • Assist Project Director in Project management starting from the award of EPC contracts until project handover to client.
  • Establish methods to evaluate the EPC Contractor’s performance, identify deviations from schedule or quality
  • Review EPC’s detailed project implementation plans and procedures. The following procedure shall be included
    • Engineering execution plan
    • Procurement execution plan
    • Construction execution plan
    • EH&S policy
    • Site safety and security plan
    • Payment Procedure Etc.
  • Manage the Contractor personnel in the SPMU organization.
  • Provide advice and recommendation for the proactive project management.
  • Provide assistance to end user in seeking approvals from competent Authorities as requested by the end user.
  • Seek the specialist or additional resources as requested by Project Director.
  • Perform the other duties as specified in Appendix D.
  • Others as requested by Company
Qualification
  • At least 15 years experiences in international EPC and/or PMC organization.
  • Experience in managing overall PMC contract worth at least 10 MUSD.
  • At least bachelor degree
  • Obtaining professional certification in Project Management.
4. Planning Engineer (1 position)

Role and responsibility

  • Develop and implement on Company’s primavera software to be able to integrate database from all EPC Contractors and generate overall Integrated project schedule.
  • Ensure EPC Contractor fully follow end user scheduling and project planning procedure
  • Review and comment Establishes Work Breakdown Structures (WBSs) which submitted by EPC Contractor to ensure that schedule from each EPC contractors could be integrated, managed, progressed for all work functions, and related dictionaries, the Integrated Master Schedule, Basis of Estimates
  • (BOEs), Resource Loaded Networks (RLNs), detailed Budgets, and Earned Value methodologies as contractually required.
  • Prepare the overall Integrated Complex schedule (Engineering, Procurement, Construction, Pre-Com, Commission, till Start-Up by consolidation of all EPC Schedule) and analyze for overall progress, tabulating progress curve and request EPC Contractor to provide the proactive/corrective action.
  • Produce an integrated critical path schedule associated with assigned projects, update regularly, and report potential problems/problem areas. Then analyze activities which may have impact on the overall integrated schedule and also propose contingency plan including what-if analysis to estimate at completions and report to project director, project managers and/or related person.
  • Maintain, integrate, and monitor throughout the Project, a Project Master Schedule for Engineering, Procurement, and Construction until IA.
  • Analyze project master schedule in depth by using a Critical Path Method to show the interrelation of the individual schedules prepared by EPC-Contractor. Then highlighting critical or near-critical activities. Project Master Schedule shall cover all phases of Project and shall be set as the base line schedule.
  • Support project control team to complete Project Monthly Reports of the progress of Work covering all stages and aspects of the preceding month’s work.
  • Contractor shall monitor progress and ensure that necessary action is taken early to correct potential slippages in schedule. Contractor shall, wherever possible, make independent assessments of progress of all Construction activities.
Qualification
  • PMC and/or consultant organization.
    • Experiences in project planning and scheduling by using Primavera at least one (1) project in the gas processing, oil & gas, chemicals, petrochemicals or refineries.
    • Experiences in Primavera P6.2 or later to produce CPM (Critical Path Method) schedules and associated progress reporting cost reporting, and project analysis.
    • Experience in preparing and updating resource loaded schedules and for cost control on assigned projects.
  • At least bachelor degree or lower but obtaining professional certification in ProjectManagement/ Technology/ Petrochemical/Planning or any other relevant qualification.
5. Construction Site Safety Supervisor (3 positions)

Role and responsibility

  • Monitor and examine EPC Contractors’ EH&S management plan, construction activities, construction facilities.
  • Stop any construction activities when detecting incidents causing unsafety to works, signs of violation of safety regulations and promptly notify to Company and EPC Contractor
  • Coordinate with EPC Contractors in handling incidents or labor accidents that occur
  • Promptly notify fatal incidents or labor accidents to Company and competent functional agencies
  • Consolidate EPC Contractors’ EH&S report and report to Company
  • Others as requested by Company
Qualification
  • At least 12 years experiences in safety supervision in international EPC and/or PMC and/or consultant organization.
  • Experience in safety supervision at least three (3) refinery or oil & gas or chemicals or gas processing projects
  • At least three (3) refinery or oil and gas or chemicals or gas processing projects
  • At least bachelor degree
  • Knowledgeable in safety management processes such as LOTO & Energy Isolation, Work Permitting, Confined Spaces, Electrical, work at height, radiographic inspection, excavation, PPE, etc.
  • Other necessary competence in order to perform above role & responsibility.
6. Lead Site Management Coordinator (1 position)

Role and responsibility

  • Monitor and examine EPC Contractors site management in comply with Applicable Laws and relevant regulations.
  • Develop and enforce common rule or procedure for overall site management. The said procedure shall include but not limit to :
    • Coordination and communication procedure.
    • Ground rules for common facilities utilization.
    • Damage and Claim procedure for common facilities.
    • Over-dimension / Heavy-weight equipment transportation procedure/ permit system in common area
  • Participate in various site coordination meetings
  • Manage the traffic in the complex according to the said procedure
  • Others as requested by Company
Qualification
  • At least 15 years experiences in construction site supervision/management
  • At least two (2) projects of experiences in construction site management in the gas processing, oil & gas, chemicals, petrochemicals or refineries.
  • At lease bachelor degree
7. Document Control Coordinator (2 positions)

Role and responsibility

  • Implement the Information Management Plan, Document Control, Procedures and Work Process for the project.
  • Develop and Implement Project Document Distribution Matrix.
  • Implement Project Document Management System (Document Structure, Code & Numbering) standard during project execution.
  • Monitor, evaluate status of the completeness and correctness of documents / drawings prior distributing to related person.
  • Check that documents are in order in terms of document title, document no., revision no., description and progress status
  • Monitor, evaluate status and identify the delay or interruption of the overall Project Document Management System.
  • Expedite and notify to relevant parties to ensure all documents and correspondences will be responded on time.
  • Create an audit schedule and conducting planned audits of all documentation for field and office staff
  • Provide Technical Support, Assistance, Training in DMS and CMS to users
  • Coordinate with all relevant Parties (Company, EPC Contractors, Vendors, Licensor, Authorities etc.) in line with the Project Procedures and Standards
  • Manage All the project documentation, Filing and Archiving and Retention
  • Responsible to provide Weekly/Bi-Weekly/Monthly Documents (CMS, DMS)
  • Performance status report
  • Monitor document control data to ensure that correct data attributes are being capture to provide effective reporting and meet data requirements
  • To be focal point to coordinate and resolve conflicts among EPC Contractors, Vendors, Third party and Company on the DMS and CMS to ensure the effective performance of Document Control (DMS and CMS) Execution of the project.
  • Facilitate relevant meetings with EPC Contractors to ensure the implementation of Document Control (DMS and CMS) Execution Plan, Procedures and Work Process for the project.
  • Ensure that all documents/drawings mentioned in Purchase Requisition Engineer approval stamp were already complied in final data book
  • Checking that the received electronic of approved documents are identical to the signed paper copy
  • Make the necessary copies if require and ensure accurate distribution of the documents to the various disciplines and external parties
Qualification
  • At least 5 year experiences in document management and document control systems in international PMC and/or EPC organization.
  • Experiences in end-to-end managing and controlling with respect to the document management system in the completed construction project covered from engineering until hand over aforementioned document at least one gas processing, oil & gas, chemicals, petrochemicals or refineries.
  • At least bachelor degree or lower but obtaining professional certification in Records Management/ Administration/ Management/ Computer Science/ Information Technology or any other relevant qualification.
8. Interface Lead (1 position)

Role and responsibility

  • Develop and implement the Interface Management System (IMS), Execution Plan, Procedures and Work Process for the project.
  • Facilitate Kick Off - Interface meeting to finalize the Schedule of Engineering Interface data Handover.
  • Organize and facilitate Interface regular coordination meeting to work with EPC Contractor, Third Party and Company to resolve Engineering Interface Issue during Engineering and Construction phase and prepare minute of meeting (MOM).
  • Manage and update all interface data into IMDB.
  • Ensure all interfaces between the EPC Contractor and the other EPC Contractors or Third Parties are identified, documented, registered and managed for the entire EPC phase.
  • Monitor, evaluate status and identify the delay or interruption of the Interface Work.
  • Coordinate, communicate all interface data and interface query (IQs) to relevant parties.
  • Maintain the IMDB and provide accessibility to EPC Contractor and Third Party.
  • Track, monitor and control all interface schedule requirements of engineering data and construction works in accordance with the agreed commitment date as specified in Engineering interface data submission schedule and complex key milestones to maintain overall complex schedule and report potential problem area. Expedite and notify to relevant parties to ensure all interface data will be provided on time.
  • Review information relating to the interface agreement in EPC Contractor’s engineering documents and Third Party’s engineering documents to ensure
  • that engineering interface data shown in engineering documents of relevant parties are consistent.
  • Facilitate the meeting and work with EPC Contractor, Third Party and Company with best endeavor as a professional PMC to resolve conflict among EPC Contractor to reach a resolution that is in the best interest of the project
  • Provide weekly and monthly interface management performance report. This report shall address the following:
    • Executive Summary
    • Progress of deliverables
    • Completed activities and next week / next month activities
    • Area of concern
  • Provide support to EPC Contractor, Third Party and Company personnel to understand and be able to use interface management database
  • Other works relevant to interface works assigned by Company
  • Manage and supervise interface coordinator.
Qualification
  • At least 10 years experiences in Project management in international PMC or EPC organization.
  • Experiences in managing and controlling overall project interface management for at least 12 months including engineering phase in one gas processing, oil
  • & gas, chemicals, petrochemicals or refineries.
  • At least bachelor degree or lower but obtaining professional certification in Project Management/Technology/ Petrochemical or any other relevant qualification.
9. Interface Coordinator (2 position)

Role and responsibility

  • Role and Responsibilities of Interface Coordinator shall include, but not limited to item a) to n) of role and responsibilities of Interface Lead.
Qualification
  • At least 7 years of experiences in Project management in international PMC and/or EPC organization.
  • Experiences in managing and controlling overall project interface management or at least 12 months in gas processing, oil & gas, chemicals, petrochemicals or refineries.
  • At least bachelor or lower but obtaining professional certification in Project Management/Technology/ Petrochemical or any other relevant qualification.
10. QRA Specialists/Leaders (1 position)

Role and responsibility

  • Gather the necessary information to conduct the studies to ensure that the results will reflect the potential levels of risk of project. Contractor shall request the necessary project documents (e.g. layout, PFDs, P&IDs, equipment datasheet) required for QRA study from Company.
  • Provide the required input information such as assumption register which containing QRA rule sets, OGP (Oil & Gas Producers) risk assessment data, probabilities for failure cases, failure data used typical frequencies and experience of accidents in similar petrochemicals units in the world, or as specified by Applicable Laws, as well as other input parameters required to complete the study.
  • Identify potential hazards associated with the project with respect to;
    • Potential for significant fire, explosion and/or toxic release hazard
    • Potential for negative impacts which affect people (onsite personnel and surrounding populations),
  • Contractor shall identify the potentially hazardous events by taking potential hazards from the formal/internationally accepted workshop approaches, i.e. Hazard Identification (HAZID), so as to provide assurance that potentially hazardous events will be revealed by competent people and by group analysis.
    • Analyze their likelihood/frequency of occurrence from the project management team
    • Analyze the hazards in terms of their consequences (effects) to both inside and outside project
    • Quantify the analysis based on the identified credible accidents and calculate the resultant risks
    • Legally lease/acquire the specialized software which is internationally accepted in petrochemicals for conducting the QRA e.g. DNV PHAST, DNV PHASTRISK (SAFETI). Nevertheless, the selected software shall be acceptable by Vietnamese authorities and Company.
    • Assess and present the risk results by developing the risk contours against the risk criteria or otherwise required by Vietnamese authority
    • In case, QRA result is not satisfied to the acceptable level as specified in the Applicable Laws, Contractor shall propose adequate safeguards and propose mitigation measures based on mutual agreement with Company till the QRA result is satisfied. Also, Contractor shall produce the alternative technical solutions, details, explanations and pros/cons of each alternative based on the sound engineering and internationally accepted practices. Contractor shall ensure that the proposed safeguards will impose acceptable risk level as specified in Applicable Laws. Wherever Applicable Laws do not specified, the acceptable risk level shall be as per the reference international standards. The reference international standard for each analysis shall be acceptable by Company and Vietnamese authorities before commencement of each respective analysis.
    • Take responsibility in answering, adjusting, incorporating and updating the reports as per Company’s and Vietnamese authorities’ comments,
    • Revise, re-simulate, recalculate, update risk contours and reports, and provide all documents in accordance with Vietnamese authorities’ requirements until being able to obtain the approval and/or satisfy to Vietnamese authorities’ requirements.
Qualification
  • At least ten (10) years experiences in process safety.
  • At least two (2) completed QRA studies experiences for the projects in the gas processing, oil & gas, chemicals, petrochemicals or refineries.

11. QRA Engineer (1 position)

Role and responsibility

  • Support QRA Lead to carry out the QRA report, follow the same Role and
Responsibility Qualification
  • Bachelor degree in engineering or higher
  • QRA Engineer shall have at least 2 completed work experiences in the QRA studies for refinery or petrochemical or gas processing projects.
12. Lead of Construction Design Verification (1 position)

Role and Responsibility

Part A

  • To coordinate and work with the relevant Vietnamese authorities to conclude
  • the requirements and scope of the verification of BD/TD.
  • To prepare and issue the detail scope of work for the verification of BD/TD (including the contents: scope of verification, time of implementation, required quality of verification, contract value, accountability, etc) to Company within 60 calendar days after the Effective Date of contract.
  • To propose the verification plan and cost to Company for consideration. The cost shall be calculated based on the rate from table 3.2 of Attachment PF3B- 02 and their man-hours.
Part B
  • Verify BD/TD which developed by EPC Contractors and certify that such BD/TD have the consistency and uniformity as stipulated in the Construction Laws
  • Prepare the verification report in both English and Vietnamese.
  • Present the verification report to the Company, prepare the form of verification result report is guided in the Appendix I of Circular No. 18/2016/TT-BXD, and support the Company to assess the verification result report
  • Submit the verification report and coordinate including presentation, meeting, clarification and correspondence with all relevant Vietnam authorities and relevant parties.
  • Revise, update the verification report, and provide all necessary documents as required by laws or requested by Vietnamese authorities and follow up until obtaining the authorities’ appraisal.
  • Provide the deliverables as agreed in execution stage.
Qualification
  • Have extensive experience in FEED or technical design in refinery or petrochemical or gas processing industries
  • Strong management skill to manage local consultants for Construction Design Verification
13. Project Control Engineer (3 positions)

Role and responsibility

  • Implement and manage project controls processes; work with project team to develop, generate, analyze project progress and performance reports by using project management techniques, and report potential problems/problem areas
  • Provide the notification to Company’s project team in any delay activities including critical activities on critical path
  • Review EPC Contractor’s monthly progress report and corrective action plan then propose the remedial actions for all identified problem areas associated with schedule slippage
  • Prepare any document for supporting Company’s project team to follow up the work
  • Develop the progress and milestone verification procedure including all required documents in accordance with the requirement in the EPC Contract
  • Verify the completeness of each progress and Milestone achievements documents submitted by EPC-Contractor for all stages of work against the Contract requirements and comment to EPC-Contractor when found the incompleteness and initial approve
  • Prepare and update, on a regular basis, project payment and forecasts report.
  • Perform the administration work related to change management and work variation (register/record/update status of change request and work variation)
  • Participate in the project activities as required by Company.
  • Assists in presentations/reports and provide the information for creating Project Monthly Reports of the progress of Work covering all stages of the project
  • Others as requested by Company
