A big Oil and Gas Company is looking for the below position:

• Job Title: Senior HSE Engineer
• Department: HSE
• Location: Ho Chi Minh/Operational Sites
• Reports to: HSE Manager

Purpose:

• To provide support to the HSE Manager in HSE matters and the implementation of the HSE‐MS. Make every effort to achieve the HSE goals set by the company by:
• Organizing and facilitating HSE and Lesson Learned meetings and awareness campaigns;
• Ensuring the effective implementation of corrective actions resulting from visits, Inspections, Audits and Near-Miss;
• Working towards the effective implementation of the requirements of HSE operational procedures and instructions in operations;
• Ensuring compliance (with respect to standards) of products, equipment, devices, equipment and PPE used on operational sites;
• Requiring physical fitness verification and HSE clearances for access to operational sites.
• Main Accountabilities and Responsibilities:
• Organize and participate in HSE awareness meetings and campaigns;
• Conduct visits, Inspections and HSE Audits on Operational Sites;
• Define, implement and monitor corrective action plans resulting from visits, Inspections and HSE Audits;
• Establish and revise HSE Procedures and Operating Instructions;
• Ensure effective implementation of HSE requirements in operations;
• Conduct Accident, Incident and Near-Miss Investigations and ensure the effective implementation of corrective action plans resulting therefrom;
• Participate in the update of the risk-register of Onshore/Offshore operational sites;
• Define the technical specifications of the calls for tender;
• Conduct the technical evaluations of the calls for tender;
• Prepare contract feedback;
• Participate in Kick-Off meeting meetings with suppliers in the start-up phase of the contract;
• Prepare call-offs and Accruals for the supply of services and products;
• Control the quality of the services and products of the suppliers in accordance with the requirements of the technical specifications and Contracts;
• Audit Suppliers;
• Check compliance and validate supplier work;
• Validate Supplier Supply Quotations issued by suppliers;
• Define and Plan Activities for the Quadrennial Plan;
• Participate in the preparation of the Department's Annual Budgets;
• Assist operational sites on HSE technical issues (interpretation a requirement, rule, law or regulation, verification compliance risk analysis, definition of corrective actions for any anomalies identified ...);
• Define specifications for PPE;
• Manage HSE hardware stock store Health, Safety and Environment (HSE);
• Comply with rules and standards described in Company Policies, HSE Integrated Management System and Procedures;
• Take care of the Reporting of the Company to HQ;
• Motivate staff and colleagues to comply with HSE rules and standards;
• Participate in HSE related initiatives.

Main Interfaces:

INTERNAL :

• HSE manager
• Personnel in all departments in the company for HSE issues EXTERNAL :
• Contractors / suppliers for HSE issues
• Authorities Department for HSE issues / reporting

Qualifications & Experience:

• Degree in Safety Engineering, Environmental Science, Industrial Hygiene or related fields;
• Minimum of 8 years’ experience working with international HSE standards, codes and practices including the Country’s HSE experience, preferably in the upstream activities;
• Strong experience and knowledge in preparing and updating HSE procedures and processes, HSE audits and HSE legislation and Management Systems;
• Strong understanding and knowledge of OSHA;
• Certified NEBOSH IGC and other comparable HSE certification;
• Computer literacy in Microsoft Office;
• Vietnamese national with proficiency in spoken and written English.

• Working Condition
