    PURPOSE

    - Responds to local emergencies in the port and surrounding areas, providing professional safety and fire support. Conducts fire prevention and safety inspections.
    - Supervises the security function within the company, handling day-to-day supervisory activities for the security staff. Responsible for managing the security of all buildings, fences and boundaries of the port.

    PRINCIPAL ACCOUNTABILITIES

    1. Safety

    - Assist Head of HSSE on legal and statutory submission of HSE documents and plans
    - Assist Head of HSSE in implementing, updating and maintaining the HSE Management System
    - Conduct internal and external HSE audits
    - Conduct HSE induction, training in improving competency of workforce. Conduct training needs analysis for employees and contractors.
    - Promote HSE awareness through organization of HSE-related activities
    - Conduct investigation in the event of dangerous occurrence, near miss, accident or occupational disease and making corrective action recommendations
    - Ensure the implementation of permit to work systems
    - Assist with the implementation of Job Safety Analysis and inspect job site activities
    - Ensure regular emergency response exercises and drills are conducted to ensure the highest level of preparedness in any emergency. Maintains records of such drills
    - Responsible for preparing written weekly and monthly HSE reports, statistics and presentations related to HSE performance
    - Responds to all emergencies in the port and renders assistance.
    - Ensures safety rules are posted, communicated and complied
    - Assists security in patrolling, observing and report any safety and security hazards or violations
    - Maintains all firefighting equipment to a high standard and ensures equipment is always in good working order

    2. Security
    - Provides supervision and direction for the Security staff
    - Interacts with the appropriate police and local authorities.
    - Provides advice to department heads on issues relating to security.
    - Assists the in investigating accidents or other security related incidents
    - Evaluates potential risks to personnel or the port and advises manager.
    - Investigates reports of incidents involving theft and security of the port.
    - The position is expected to supervise deliverables on an ongoing operational basis to ensure that safety & security standards are communicated & complied with by all terminal users.
    - Normally the position is expected to follow existing procedures while being called up to suggest recommendations for improvement


    3. Others
    - Coordinate with Medical Officer and other functions to handle matters related to Health and Environment.
    - Perform other tasks as assigned by the department head.
    - The position is responsible for considering and ensuring the confidentiality of all works, documents and information received during the course of work performance with due diligence and not to disclose any confidential information to any third-party for any purpose that is related to company’s business during and after the employment with SSIT.
    - The position has the responsibility to read, acknowledge understanding, stay updated and set good example of compliance with the company’s policies stipulated in various regulations, guides and manuals.

    CRITICAL QUALIFICATIONS/SKILLS/EXPERIENCE

    - College or University Degree in safety management, or engineering or environmental science, police science or related discipline
    - Certificates in HSE areas such as firefighting and prevention, first aid & CPR, safety practices, international safety standards, safety laws and regulations etc.
    - At least 3 years working experience in similar position in port or manufacturing facilities
    - High proficiency in English both verbally and written
    - Good knowledge of Microsoft Office Applications, especially MS power point
    - Experience in delivery of HSE training program will be an advantage
    - Requires an understanding of firefighting and rescue techniques.
    - Must have in-depth knowledge of security procedures for buildings and perimeter security.
    - Requires an understanding of chemical hazards and hazardous materials and the corresponding appropriate handling of them.
    - Requires full understanding of local safety laws and regulations.
    - Requires an understanding of international standards of safe work practices for the industry.
    - Requires an understanding of work injuries, the investigation process to determine cause, and the process to assess practical solutions.
    - Must be able to handle heights and enclosed spaces.
    - Must be able to work in extremely hot and dusty conditions, and occasionally, conditions of high levels of noise.
    - Must have extensive knowledge in investigative procedures and report-writing.
    - Requires excellent organizational skills, including planning, directing, and monitoring activities.
    - Requires good problem-solving skills, with an ability to define the problem, examine solutions, and select the best solution, even under urgent situations and limited timeframe.
    - Requires ability to remain calm, but able to direct others, in times of emergency.
