The Dual role Operational Safety / Drilling HSE Engineer will provide guidance to the business in the areas of Production and Drilling technical safety. The ideal candidate will demonstrate proven success in a dynamic, fast paced environment and show critical thinking, innovation, and agility in executing on multiple, complex initiatives. This role will work under the direction of the HSE Supervisor.

Key accountabilities
- Supports and adheres to TLJOC HSE protocols
- Prepare, maintain and ensure HSEMS procedures are up to date
- Proactively team up and support Production/Drilling and other team on daily basic.
- Work on site periodically to audit /update and get information aligned between onshore and offshore.
- Measure and monitor HSE performance of the Production/Drilling and other contractors. Report regularly to HSE Supervisor on the performance, benchmark performance, trend and recommend measures for improvement
- Provide internal training to staff onshore /offshore.
- Lead safety meeting/workshop with Contractors/Partners.
- Manage the availabilities of safety equipment offshore/onshore
- Manage operational safety and environmental risk assessment.
- Provides safety leadership, counsel and technical support to Production teams on asset integrity and process safety so that Company meets its safety, environmental, production and cost targets.
- Participate in Process Hazard analysis (PHA)/hazard evaluations for operational facility changes.
- Participate in- and/or Lead incident investigations or root cause failure analysis
- Participate in- and/or Lead pre-start-up safety reviews (PSSR)
- Perform Layer of Protection Analysis (LOPA) for determining risk exposure and barrier management.
- Be responsible to implement Safety Critical Equipment verification.
- Develop and update key process safety procedures as required
- Monitor leading and lagging process safety key performance indicators
- Support the evaluation of new processes and modification of existing processes / well-facilities to meet design and operational requirements
- Support Operation and Drilling on matters related assurance and audit reviews.
- Lead or participate contractor/sub-contractor audit.
- Provide oversight and conduct audits for management of change (MOC).
- Prepare requests for purchase/rental of safety equipment, materials, spare parts, needed for the job.
- Perform other tasks upon HSE Supervisor request
Minimum of a Bachelor’s degree in business, engineering, or science required.
Essential experience and job requirements
- Proficiency in English and Vietnamese.
- Minimum of 05 years of experience in the oil and gas industry
- Proficiency communicating regulations, risk management, and risk assessment skills
- Proficiency in HSE auditing, incident investigation, and documentation techniques
- Proficiency with written and email communication including use of MS Office (Word, Excel, PowerPoint….).
- Excellent interpersonal and relationship building skills to work effectively with all levels of leadership, professional staff, and field employees.
- Proficiency in verbal and written communication skills which include the ability to speak, write and listen in a manner that clarifies issues, promotes closure and delivers information in a clear and concise manner and facilitates good decision-making is required.
