TOS is looking for an enthusiastic self-motivated HSEQ Manager who thrives in a fast-paced environment. The successful candidate is comfortable performing a wide range of tasks from administrative to strategic. The position is based in Vung Tau City

GENERAL JOBS
  1. The HSEQ Manager is responsible for all Health, Safety, Environment and Quality (HSEQ) of company and to ensure maintaining and improving the integrated Management System compliance with requirements of ISO 9001 and OHSAS 18001
  2. The HSEQ Manager manages and supervises all of company HSEQ problems. Establishing and guaranty of safety working conditions, risk prevention and environment protection
MAJOR TASKS

HSE Tasks:
  1. Provide and Maintain Healthy and Safe working conditions, Plant, Equipment and Systems of work for all employees
  2. To maintain the Safety, Health and Environment management system, based on the requirements of the OHSAS 18001:2007 Occupational Health & Safety Management System
  3. Establish realistic and measurable goals for improving Safety Hea lth and Environment performance. Then monitor and communicate these to all employees
  4. To ensure all personnel identify hazards and environmental aspects and minimize risks that could cause injury, ill health or significant environmental impacts
  5. To set standards that meets applicable legislation and regulation requirement, local or national statutory requirement to which the company has committed and comply with relevant industry guidance and best practice for Work Place Safety and Operations
  6. To ensure the Company provide sufficient resources in terms of people and employees with appropriate training and adequate supervision to ensure that they have the tools and support to complete their tasks safely, responsibly and in a manner that protects the environment. Senior Management and their managers will ensure that employees under their direct supervision follow safe work practices to protect themselves, their fellow workers, the general public and the environment
  7. To set targets for improving Safety Health and Environment at work by carrying out regular internal assessments and report annually on performance
  8. To ensure Contractors will be competent to complete the work assigned to them and will be made aware of their responsibilities related to the HSE management system
  9. To ensure the Company provide the general public with awareness as to potential risks associated with its operations
  10. To ensure all levels of the organisation are encouraged to improve the effectiveness of the HSE management system
  11. To familiarize with the industry and Clients requirements for all HSE issues
  12. To participate in all onshore risk assessment activities, HAZIDS and safety reviews that have or are likely to have an impact on the diving project and discuss them at safety meetings to reduce the chance of items being overlooked
  13. To liaise with the Offshore Construction Manager (OCM) in all aspects of project related safety issues and ensure all project related emergency drills and exercises, including reports are carried out as per the company’s requirements.
  14. To liaise with project sub-contractors on items of safety
  15. To transfer all relevant safety suggestions directly to company Board of Managers
  16. Regularly inspect all project working areas, correct safety problems where possible and refer all others to the OCM and site Safety Officer
  17. To Encourage the use of Safety Observation cards and all HSE statistics and be responsible for the collation, reporting to the management
  18. To be suitably qualified and experienced for the role with continued professional development to ensure knowledge of the latest HSE techniques and equipment
Quality Task:
  1. To organize creating and maintaining the structures of HSEQ Management system compliance with requirements of ISO 9001 and OHSAS 18001
  2. To review and implement the HSEQ Management system manuals
  3. To participate and audit the internal audit, external audit to ensure the management system accomplished and maintained
  4. To create and manage the quality improving program
  5. To control the examination, calibration of all test and measurement equipment according to regulations
  6. To organize controlling and managing the quality profiles and records
QUALIFICATIONS AND EXPERIENCE
  1. Valid offshore safety/survival course
  2. Valid offshore medical certificate
  3. At least 3 year experience in offshore diving / construction operation
SKILLS/COMPETENCIES
  1. Experienced accomplishing and applying of the Integrated Management System HSEQ
  2. Skill to plan and organize work
  3. Presentation and persuasion skills
  4. Skills of analysis and processing problems
  5. Able to communicate in English fluently
